I was experiencing the limitations of my equipment. 135mm focal length was simply too short, and I could not get any closer without getting wet.

The picture is fine. A bit of distance puts the subject into context. Longer lenes sometimes isolate the subject too much from the background (due to less depth of field).
Believe it or not, longer lenses aren’t always the answer. Longer lenses = smaller maximum apertures = slower shutter speeds = blurry pictures. I owned a 300mm lens for years and I hardly ever used it. It was impossible to hand-hold and get sharp photos that blew up well.
The 135mm lens you are using is a very versatile lens. It’s great for candid people photography on the street. It’s fairly small and lightweight with a reasonable maximum aperture.
